Newcomer Information
The WCSD defines a Newcomer student as:
- A new arrival to the country whose primary or home language is not English and who does not meet proficiency criteria on a state approved language proficiency assessment.

2025-2026 Testing Information for Students New to the Country
The Department of ELD will conduct registrations and language placement screenings, two weeks prior to school, for Middle and High school students and families that are new to the country. This will be by appointment only. If a family has a screening appointment, we will help them with registration during the appointment. For families that do not have an appointment, they must register/enroll the student at the school site. The Newcomer Welcome Center will not have the capacity to assist with registrations during this scheduled time.
New to the country students, whose Primary or Home language is not English, must take an English language screener to determine their level of English proficiency.
6th - 8th grade students: Born October 1, 2011 - September 30, 2014
9th - 12th grade students: Born October 1, 2007 – September 30, 2011
Scheduling of appointments can be made for testing no earlier than July 14th.
*Appointment dates are July 28th – August 8th

After these two weeks of registration/screening, the registration process will return to school sites and the Newcomer Welcome Center. Please follow the guidelines on our website for registering/enrolling students who are new to the country (you must be logged in to view staff resources). Do not send students/families to Edison or to the NWC at Libby Booth without first contacting Nicholas Rhea or Paola Jackson to set an appointment.
